I had an old Uber account from 2020 that was working. It stopped then because the license expired. I didn't work for 5 years, and after renewing my license, I forgot I had an old account and opened a new one with a different number. The system considered it a duplicate account and banned me permanently. The issue was forgetfulness, not fraud.
