Peace be upon you. I am a man living away from home in Jubail and I need 2 Saudi male witnesses. For something called a bachelor's certificate, they will accompany me to the mayor. The certificate is required to obtain a marriage permit from abroad. The procedure is formal and has no legal consequences. I could not bring relatives or family because the mayor requested witnesses from Jubail. Whoever can accompany me, I will not fall short with him, God willing. Note that the matter does not require swearing or even talking, just a two-minute presence with an ID card.
